Horley Community Centre refurbishment tendered on JCT Design and Build 2024

Reigate and Banstead Borough Council has tendered a main contractor appointment under the JCT Design and Build Contract 2024 Edition to modernise and refurbish Horley Community Centre, with an estimated value of 1,600,000 pounds excluding value added tax. The competition is a regulated below threshold procedure run in two stages, a suitability assessment before the invitation to tender, and it closes at midday on 30 September 2026. The tender notice was published at 5:58pm on 3 September 2026.
The notice explains why a works contract of this size carries a separate first stage:
As a works contract exceeding the statutory minimum values outlined in Section 85(3) of the Procurement Act 2023, a separate suitability assessment stage (Stage 1) is being utilized before the invitation to tender (Stage 2).

The contractor will complete the design development of the proposals after RIBA Stage 4 and deliver the physical works. The notice records that a certificate for lawful development is in place for the project.
The scope
The existing building is to be fully refurbished with some internal remodelling. The notice lists minor demolition to remove walls and create new spaces, partition walls and openings, replacement and upgrading of windows and doors, full replacement of the toilets, a new Changing Places toilet, and new wall, floor and ceiling finishes throughout.
Externally, the forecourt is to be relandscaped with resurfacing, planting, fencing and cycle stands, the entrance canopy is to be removed and replaced with feature signage, and photovoltaic panels are to be installed on the roof. The electrical package is a complete rewiring of the centre, full replacement of the IT and data systems, replacement of the entire fire alarm system, and new access control and intruder alarm. The mechanical package covers an overhaul of the existing heating system together with mechanical ventilation, cooling, gas, water services and drainage.
Design development after Stage 4, an options schedule the employer may or may not instruct, and a variation clause are all on the face of a 1,600,000 pound below threshold notice.
Options, programme and timetable
The lot carries options. The notice says the contract may include optional elements identified within the procurement documents which may or may not be instructed by the employer, and that the contractor is to state the programme implications of those elements within its tender. It adds that changes to the works may also be instructed in accordance with the variation provisions of the JCT Design and Build Contract.
The contract period runs from 19 February 2027 to 19 August 2028. The enquiry period closes at the end of 21 September 2026 and tenders close at midday on 30 September 2026. The lot is marked suitable for small and medium sized enterprises. The value of 1,600,000 pounds is stated excluding value added tax, with a gross figure of 1,920,000 pounds, and the main procurement category is works.
The notice does not publish a floor area, the age or construction of the existing building, whether the centre will stay open during the works, or the value of the optional elements. It does not say what proportion of the design remains to be completed after Stage 4, or which party carries the risk in the existing structure once the contractor takes on the design.
