Resource Records Navigator
Review whether labour, equipment and material availability can be traced to defined work areas and programme activities. The navigator records availability and gaps. It does not decide whether any record proves delay, disruption, causation, quantum or entitlement.
Labour, equipment and material records
Check whether daily allocations, equipment status and material availability are recorded at a usable level of detail.

Daily labour allocation
Record the work area used by each labour resource and relate the allocation to the relevant programme activity at a suitable level.
Daily equipment allocation
Record where each item of equipment worked and relate that allocation to the relevant programme activity at a suitable level.
Equipment operating status
State whether equipment was active or inactive and record the reason for any inactivity.
Shared equipment availability
Identify shared equipment and record the hours for which it was available.
Principal material delivery log
Record deliveries and the quantities of principal materials available for use in the works.

How to use this navigator
Records required before review
Obtain labour returns, plant and equipment logs, allocation records, delivery records and the programme activity coding used by the project team. Use the executed contract to identify any extra record duties.
Review sequence
- Work through each record group.
- Mark every item as Available, Gap or Not reviewed.
- Add the controlled record reference or assigned action.
- Open Findings and transfer gaps to the project action register.
Rating rule
High applies when at least one gap is recorded. Medium applies when no gap is recorded but one or more areas remain unanswered. Low applies only when all 5 areas are recorded as available. Awaiting applies before entry.
Closing evidence
Retain the record index, file references, action owner, target date and evidence that each recorded gap was closed.
