Amplius Living lets three kitchen and bathroom contracts for seven years

Amplius Living has awarded three regional contracts for planned kitchen and bathroom refurbishments across its housing stock, two to C.L.C Contractors Limited and one to Foster Property Maintenance Limited. The three awards are published only as gross figures, 31,174,360 pounds, 36,042,011 pounds and 32,285,280 pounds, each for an initial seven year term from 16 September 2026. The award decision date is 1 September 2026 and the contract award notice was published at 3:01pm on 3 September 2026.

The scope of works includes the design (where required), supply, installation, and replacement of kitchens and bathrooms, together with associated plumbing, electrical, ventilation, flooring, decoration, making-good works, and asbestos surveys and removals where required.

The programme is expected to deliver approximately 1,100 kitchen refurbishments and 900 bathroom refurbishments a year across the duration of the contract, which the notice ties to the landlord's planned investment programme and long term asset management strategy.

Three lots, two contractors

Lot 1 covers East Anglia, the East Midlands and Yorkshire and the Humber, and goes to C.L.C Contractors Limited at 31,174,360 pounds. Lot 2 covers East Anglia and the East Midlands, and goes to Foster Property Maintenance Limited at 36,042,011 pounds. Lot 3 covers the East and West Midlands, and goes to C.L.C Contractors Limited at 32,285,280 pounds. Every value on the notice is stated as a gross amount in pounds and no figure excluding value added tax is published for any lot, which is why no value appears on the card for this item.

The notice records seven tenders on Lot 1 and nine on each of Lots 2 and 3. One tender on each lot was assessed at the final stage, and none of the final stage tenders came from a small or medium sized enterprise or from a voluntary, community or social enterprise organisation. The procedure was the competitive flexible procedure under the Procurement Act 2023 and each award is above threshold.

Seven, nine and nine tenders were received on the three lots and one reached the final stage on each, so the last round of every lot was a field of one.

Term, extension and next steps

Each contract runs from 16 September 2026 to 15 September 2033, an initial term of seven years, with an option for the landlord to extend by up to two further periods of twelve months each. The notice gives the maximum extent date as 15 September 2035, a potential term of nine years. Assessment summaries were sent to tenderers on 3 September 2026, and the contract signature date for all three lots is scheduled for 15 September 2026.

The buyer is recorded at Milton Keynes. C.L.C Contractors Limited is recorded at Southampton and Foster Property Maintenance Limited in Hertfordshire.

The notice does not publish the number of properties in each lot, the annual split of the kitchens and bathrooms between the three regions, or the value of any one year of the programme. It does not say why one tenderer reached the final stage on each lot, whether other tenderers were excluded at a selection stage or withdrew, or what the delivery model is for design where it is required.
