Dubai puts project registration and escrow on one platform for 1,500 developers

Dubai Land Department has launched an Initial Registration platform that joins project registration, transaction registration and escrow account management, and says a registration that took 30 minutes can now be completed in under five.

Dubai Land Department has launched a platform it calls Initial Registration, which brings a developer's project registration, real estate transaction registration and escrow account management into one connected digital journey. It was launched at a ceremony at the Grand Hyatt Dubai attended by the department's acting director general and chief executives, with a presentation of the platform followed by a discussion of its services.

The department says the platform reduces repeated data entry and document submission and tightens coordination between developers, the department and the banks that manage escrow accounts. It also gives a developer a consolidated view of its projects and portfolio, so that decisions rest on one set of integrated data rather than on records held in separate systems.

What it does with a transaction

The platform reads documents including Emirates IDs, passports and sales contracts, extracts the data and populates the fields automatically. Standard transactions that meet the requirements are processed automatically, and registrations that comply with the business rules are eligible for approval on submission. A short series of questions steers the user to the right procedure, and missing information can be supplied while the transaction stays open, so an application with a minor omission is not sent back to the start.

Mustafa Al Rifai, senior manager at the department and the official responsible for the system, said data entry falls by up to 80 per cent and that a transaction which previously took about 30 minutes to register can now be completed in under five minutes. Communication and follow up between developers and the department are handled inside the platform, cutting visits, telephone calls and emails.

For a developer's escrow position the useful part is Project 360, which shows unit status, escrow accounts, financial data and project records for each project on one screen, with early warning indicators. Data is reused across the connected systems, which the department says will reduce discrepancies between sales, escrow account and ownership records.

How developers move across

More than 1,500 developers are to move to the new platform. The largest developers go first, on account of their transaction volumes, and receive practical training over two to three weeks. The remainder are then trained and onboarded in weekly batches of between 50 and 100 until every developer has migrated and the previous system is phased out. Through a single account a developer can manage several companies and monitor its projects, with defined user permissions and separate roles for submitting and reviewing transactions.

Implementation and training were carried out in phases before the full rollout. The department describes the current release as the first phase, with a second phase to bring further integration with other systems and upgrades to additional platforms. The stated aims are a higher first time acceptance rate for applications, fewer follow up enquiries and less manual data entry.

What is not stated

No date has been published for the end of the migration or for the switch off of the previous system, and no figure has been given for the number of transactions the platform has processed since the pilot phases. The 80 per cent reductions in data entry and completion time are the department's own measures. A developer with a sales launch in the next quarter should ask where it sits in the onboarding order, because the batches run weekly and the previous system will not run alongside the new one indefinitely.

The line that matters for an escrow bank is the one about discrepancies: if sales, escrow and ownership records now draw on one dataset, a mismatch between them becomes a fault in the record rather than a fact of life.
