Five councils plan an 800 million pound civils framework

Carmarthenshire County Council has told the market it will establish a new South West Wales Regional Civil Engineering Contractors Framework for 2027, with an estimated value of 800,000,000 pounds excluding value added tax and 960,000,000 pounds including it. The planned procurement notice, identifier 082237-2026, was published on the United Kingdom tender service at 14:37 on 28 August 2026.
Carmarthenshire is acting in association with Ceredigion County Council, Neath Port Talbot County Borough Council, Pembrokeshire County Council and Swansea Council. The notice gives an end date of 14:00 on 16 November 2026 for the current stage.
This is a planned procurement notice, not a call for competition. It supersedes an earlier pipeline notice, reference MAY514005, published on 19 May 2025, and the buyer states that the lotting structure is still under development and may change before the tender documents are issued.
How the framework is expected to be divided
The buyer sets out three groups of lots. The first two are for civil engineering works generally and are split by value band and by geography. The third is for specialist civils work.
The county specific lots cover the smaller bands. The buyer names very small civils work at nought to 75,000 pounds and small civils work at nought to 750,000 pounds. These are the lots that sit inside a single council area rather than across the region.
The regional lots cover the larger bands. The buyer names medium civils work at 750,000 to 3,000,000 pounds and large civils work above 3,000,000 pounds. The buyer adds that the region may commission ancillary construction works under these lots as part of a large civil engineering scheme, where those works are required as part of the main scheme.
The specialist lots are listed individually: demolition, public lighting and associated electrical works, lining and road marking, surfacing, ground investigations, marine works excluding coastal, traffic management, bridge maintenance and associated works, and hard and soft landscaping and landscape maintenance works.
What the value figure does and does not tell you
The estimated value of 800,000,000 pounds is stated at framework level, and the same figure appears against each of the three lot groups on the notice rather than being divided between them. The buyer describes the figure in the county specific lots as the anticipated total spend for those lots. Nothing on the notice allocates a share of the 800,000,000 pounds to any individual lot, so no such split is reported here.
A framework value is a ceiling on what may be called off, not a commitment to spend. Five councils are contributing demand to a single arrangement, which is what produces a figure of this size for authorities that individually procure at a much smaller scale.
Why the structure is the story
The value bands are the part of this notice that will decide who gets work. A contractor able to bid the very small band at nought to 75,000 pounds is a different business from one bidding above 3,000,000 pounds, and the buyer has split the two so that they do not compete against each other. Putting the small bands on county specific lots and the large bands on regional lots does the same thing geographically: a local contractor is not asked to cover five council areas to reach the smallest work.
The specialist list is equally deliberate. Demolition, ground investigations, marine works and bridge maintenance are trades with their own plant, competences and insurance positions, and separating them from general civils lets each be judged on its own experience rather than on a general civil engineering record.
Two points are open. The buyer has attached an initial framework information document to help interested parties prepare, but has also said the final framework and lot details will only be set out in the published tender documentation. Anyone building a bid position now is doing so against a structure the buyer has reserved the right to change. The second point is the marine works exclusion. The specialist lot covers marine works but expressly excludes coastal work, and on a region with the coastline of south west Wales that boundary will need reading closely once the tender documents appear.
