Salvation Army Homes splits fire safety servicing across three regional lots

Salvation Army Housing Association has awarded fire safety servicing and maintenance contracts in three geographic lots, to Fieldway Compliance Limited, ABCA Systems Limited and Ventro Ltd. The three annual estimates total 3,441,667 pounds excluding value added tax. All three were awarded on 10 August 2026 and the notice was published at 11:30 on 1 September 2026.

Lot 1 is 1,575,000 pounds net and 1,890,000 pounds gross. Lot 2 is 1,341,667 pounds net and 1,610,000 pounds gross. Lot 3 is 525,000 pounds net and 630,000 pounds gross. Each gross figure is 1.2 times the net, so the notice carries value added tax at 20 per cent and nothing else. All three are recorded as services, as above threshold and as let by open procedure, and the standstill period on all three ends on 10 September 2026.

The landlord states on the face of the notice that the values are subject to review and not guaranteed, because they are built on the maximum term.

How the work is divided

The landlord's own description records that the opportunity is split into three geographic lots and that the full details of the required services were in the procurement documents, which are not published with the notice. The delivery regions on the notice place lot 1 in the north east of England, lot 2 across London and the south east, and lot 3 in the south west.

The classifications are the same on all three lots and they set out what the work is: repair and maintenance services of electrical building installations, repair and maintenance services of firefighting equipment, electrical installation work, and repair and maintenance services of electrical and mechanical building installations. That combination points at the servicing of fire detection and alarm systems and of firefighting equipment, together with the electrical work that goes with them, rather than at fire door or compartmentation work, which would classify differently.

Fieldway Compliance Limited, of Liverpool, takes lot 1 and is recorded as a small or medium sized enterprise. ABCA Systems Limited, of Newcastle upon Tyne, takes lot 2 and is recorded as large. Ventro Ltd, of Plymouth, takes lot 3 and is also recorded as large.

Term, and why the published figure needs care

The notice records an intended term of three years, with an option for renewal decided by the landlord for an extension of up to a further two years, followed by another two years, both subject to satisfactory reviews. The maximum duration is therefore seven years.

The landlord then states that the estimated annual contract values do not take into account annual indexation or value added tax, and that the contract values in the notice are subject to review and not guaranteed, because they are based on the maximum term. That is a careful piece of drafting and it should be read as written. It says the figures are estimates over the outer term, not a commitment, and that whatever indexation the contract carries sits on top of them.

An index linked servicing contract with two discretionary extension gates is a familiar shape in social housing compliance work. The commercial question for the contractor is what happens at each gate. A satisfactory review is a test set by the landlord, and where the review criteria are not published with the notice, the only place they exist is in the contract documents.

What is not published

The notice publishes no count of tenderers on any lot, no award criteria weightings, no runner up, no stock numbers and no property counts. It publishes no schedule of the installations to be serviced and no response times. It does not state the form of contract.

What can be taken from it is the shape: one landlord, three regions, three different firms, a three year core term inside a seven year outer limit, and figures that the landlord itself has flagged as neither indexed nor guaranteed.
