Transport for Greater Manchester has extended by one week the deadlines in its procurement of a residential funder to fund, deliver and operate a mid-density apartment scheme in Bury town centre, part of the wider redevelopment of Bury Interchange. The tender notice, with an estimated value of 40,000,000 pounds excluding VAT (48,000,000 pounds including VAT), was first published on Find a Tender on 14 August 2026 and edited on 8 September 2026 at 4.46pm. Tender submissions for the invitation to participate stage are now due at midday on Friday 25 September 2026.

What changed

The change note on the edited notice says that deadlines for clarifications and ITP submissions have been extended for one full calendar week from their original dates. The new dates are: supplier clarifications by close of play on Monday 14 September 2026; TfGM clarification responses by close of play on Wednesday 16 September 2026; and supplier submissions for the invitation to participate stage by midday on Friday 25 September 2026. The submission fields on the notice now show an enquiry deadline of 14 September 2026 at 11.59pm and a tender submission deadline of 25 September 2026 at 12.00pm. The opportunity

TfGM is seeking the appointment of a residential funder to fund, deliver and operate a mid-density apartment scheme in Bury town centre, to be delivered as part of the wider redevelopment of Bury Interchange. The proposed tenure mix has not yet been decided and is one of the matters on which prospective tenderers will be invited to put forward proposals; the notice says TfGM is agnostic regarding the final tenure mix. Bidders are told that the planned procurement notice published on 26 June 2026, notice 060531-2026, described the opportunity as an affordable rental residential development, and that TfGM has since adopted a tenure-agnostic approach.

The estimated total value is 40,000,000 pounds excluding VAT, above the relevant threshold. The estimated contract dates are 15 February 2027 to 31 July 2031, a period of four years, five months and 14 days. The main procurement category is works, with services as an additional category. The CPV classifications are construction work for houses (45211100), multi-dwelling buildings construction work (45211340), development of residential real estate (70111000) and property management services of real estate on a fee or contract basis (70330000). The contract location is UKD3, Greater Manchester.

The procedure is the competitive flexible procedure. TfGM expects the process to include an invitation to participate stage, shortlisting of bidders, an invitation to tender stage for shortlisted tenderers, structured meetings to develop proposals, a call for final tenders, evaluation to identify the most advantageous tender, a preferred tenderer and contract finalisation stage, and contract signature. The estimated award decision date is 1 December 2026.

Three award criteria are listed, each of the quality type and each described as fully detailed within the procurement documentation: project delivery at 65 percent, commercial at 25 percent and social value at 10 percent. The notice says the contract is particularly suitable for small and medium-sized enterprises and for voluntary, community and social enterprises, and that a conflicts assessment has been prepared or revised. The Government Procurement Agreement is the applicable trade agreement.

Suppliers must express interest, access documents and submit responses through the ProContract e-tendering portal under project reference DN826159, and must also be registered on the Central Digital Platform and provide their CDP identifier as required by the procurement documents. What the record does not say

The notice does not state the number of apartments, the site area, the building height or the density that TfGM has in mind, beyond describing the scheme as mid-density. It does not say what the 40,000,000 pound estimate represents in a funder appointment, whether it is a development cost, a funding commitment or something else, and nothing on that point should be inferred. It does not describe the wider Bury Interchange redevelopment or its programme.
