Tender
Westminster tenders 65.6m pound heating and electrical contracts
By Staff Writer | 7 November 2026

Westminster City Council has gone to tender for three housing maintenance contracts covering mechanical services and heat networks, domestic heating and electrical services, with a combined estimated value of 65.6m pounds excluding VAT over a maximum five years.
The tender notice, published on 6 November 2026 under reference PRJ 31156, forms Tranche 2 of the council's re-procurement of its housing repairs, maintenance and works contracts. Those services are currently delivered through a portfolio of term partnering contracts. The council manages about 21,000 homes, 43 per cent leasehold and 57 per cent tenanted, including 145 high-rise buildings. About 41 per cent of the stock is in conservation areas and 17 per cent of its buildings are listed.
Three lots, one contractor each
Lot 1, mechanical services and heat networks, is estimated at 26,200,889 pounds excluding VAT. It covers inspection, testing, planned preventative maintenance, repair, renewal and replacement of communal mechanical assets, including communal heating and district heat network infrastructure, boiler houses, mechanical ventilation, cold water storage tanks and pumps, sewage and stormwater pumping stations, controls and plant. It also includes water hygiene management, legionella compliance and a 24-hour emergency response service.
Lot 2, domestic heating, is estimated at 15,344,998 pounds excluding VAT. It covers gas safety inspections and the servicing, repair, replacement and renewal of domestic boilers, heating systems, pipework, controls and alarms.
Lot 3, electrical services, is estimated at 24,076,931 pounds excluding VAT. It covers landlord and communal installations, fixed wire testing, emergency lighting, landlord distribution systems, street and estate lighting, security and alarm systems, fire safety interfaces, and solar photovoltaic systems, battery storage and electric vehicle charging infrastructure.
Each lot will be evaluated separately and awarded to a single contractor. Tenderers may bid for any or all of the lots but will be awarded no more than two. Lifts and aids and adaptations are excluded from this tranche.
Alliance contracts
A separate TAC-1 term alliance contract will be awarded for each lot, with its own specification, pricing schedule and evaluation. The appointed contractors will be required to join the council's overarching strategic alliance, based on the FAC-1 framework alliance agreement. Each contract runs for an initial three years from 1 July 2027, with two optional one-year extensions to a latest expiry of 30 June 2032. The existing mechanical, domestic heating and electrical contracts expire on 30 June 2027, and the council states that the procurement and mobilisation arrangements must address continuity of service.
Procedure and timetable
The council is using the competitive flexible procedure. The invitation to tender and the procurement specific questionnaire are issued together through its Jaggaer portal. The questionnaire is assessed on a pass or fail basis first, and a failure on a condition of participation stops evaluation of the affected lot. Tenders will then be scored 70 per cent on the technical envelope and 30 per cent on the commercial envelope to identify the most advantageous tender for each lot.
The estimated award decision date is 26 February 2027. The council's leaseholder consultation requirements apply to Lot 1 and Lot 3 but not to Lot 2, and tenderers are referred to the invitation to tender for their effect on the timing of those awards.
