Valleys to Coast Housing has started procurement of a multi-supplier Contractors Framework for its building work in Wales, with an estimated value of 250m pounds excluding VAT across four lots defined by scheme size.

The Bridgend-based housing association published the tender notice on 6 November 2026 under reference V2C-FRAMEWORK-2026. Including VAT, the framework is estimated at 300m pounds. The procurement uses the competitive flexible procedure in two stages, and this notice opens the first of them.

Four lots by number of units

Lot 1 covers projects of one to five units, Lot 2 projects of six to 15 units, Lot 3 projects of 16 to 49 units and Lot 4 projects of 50 units or more. Each lot carries an estimated value of 62.5m pounds excluding VAT, and the notice states that lot values may be shared between lots.

All four lots have the same scope: construction services including new build, regeneration, refurbishment, alterations and extensions, procured on a traditional or design and build basis, with all associated works. Valleys to Coast also reserves the right to call off additional works over the life of the framework.

A supplier may bid for no more than two lots and be awarded no more than two. The notice explains that a supplier will be awarded more than one lot if it scores high enough on cost and quality to finish in the top four awarded suppliers in each lot.

How tenders will be priced and scored

Tenderers will price overhead and profit percentages and the grand total of a schedule of preliminaries. Both will be evaluated against a trimmed mean baseline set for each lot, using tolerance bands. Quality, technical capability and social value responses are scored separately. Call-off contracts will be awarded either directly or by mini-competition, as set out in the instructions to tenderers. Only Valleys to Coast may use the framework, and no fee is charged to suppliers.

The two stages

At stage 1, interested contractors complete a pre-qualification questionnaire on the eTenderWales portal, under project code project_64487 and questionnaire code pqq_33931. Their responses will be assessed against the selection and qualification criteria in the Welsh public sector questionnaire. At stage 2, the shortlisted contractors will be invited to submit full technical and commercial tenders. Full verification documents, such as proof of insurance levels, will be required only from preferred bidders before the framework is awarded.

Enquiries close at 12:00pm on 20 November 2026 and requests to participate are due by 12:00pm on 2 December 2026. Submissions are accepted in Welsh or English, and only electronically. The notice marks all four lots as suitable for small and medium-sized enterprises and for voluntary, community and social enterprises.

The framework is expected to run from 30 March 2027 to 30 March 2030, with a one-year extension available after the third year to 30 March 2031. Valid and undisputed invoices are to be paid within 30 days.

The notice names the foreseeable risks to performance over the term as volatility in material supply chains and labour availability, unforeseen ground, structural or hazardous material conditions, inflation in construction pricing, and changes in legislation, housing management regulation, building safety standards or decarbonisation requirements. It states that contract modifications may be used to address those risks, under the mechanisms in the tender and contract documents.
