Uber and Pony.ai plan more than 2,000 robotaxis across Europe

The two companies have expanded their agreement from one city to five. They have named neither the four new cities nor a date, and the interesting part of the announcement is how the work and the ownership are split between them.
Pony AI and Uber said on 13 August that they intend to put more than 2,000 driverless cars on the road across Europe, expanding an existing service in Zagreb into four further European cities. The cities are not named. Neither is the date. Both companies say the detail will be released in phases, and the announcement also refers to plans to deploy in the Middle East without naming a country.
Read as a product launch it says very little. Read as a commercial structure it says a good deal, because it sets out who does what and, more to the point, who owns what.
The next chapter for autonomous mobility is about moving from individual launches to repeatable commercial scale.

Three roles, and the vehicles sit outside all of them
The model divides a robotaxi operation into three functions. Pony.ai supplies the Level 4 autonomous driving technology together with the rider experience and the operational method it has built elsewhere. Uber supplies the customer through its platform, which means booking, payment and customer service, alongside its existing network of human drivers. Day to day fleet operations are then carried out by a local fleet partner chosen market by market.
The companies add that a single partner may take more than one of those roles, and that vehicle funding and ownership can sit with different partners depending on the market. That last sentence is the one worth marking. The capital cost of the cars is being treated as a separate question from the technology and separate again from the platform, to be answered locally.
Whoever funds and owns the vehicles in a given city is not necessarily the party supplying the software, nor the party taking the booking. Three balance sheets, one journey.
Zagreb shows the pattern already working. The service there, described by the companies as Europe's first commercial robotaxi service, was launched this year with the Croatian mobility company Verne as local fleet owner and operator, and it is described as coming soon to the Uber platform. The partnership between the two companies dates back to May 2025.
What the announcement does not settle
Driverless operation in Europe is authorised nation by nation, and in some states city by city, on terms that differ on supervision, on insurance and on what has to be demonstrated before a vehicle carries a paying passenger. A commitment to four unnamed cities is a commitment to obtain four sets of permissions. The absence of a timetable is consistent with that rather than evidence against it, but it does mean the figure of 2,000 is an intention and not a schedule.
Pony.ai says it runs paid, fully driverless services in China's four tier one cities and that it has reached city-wide breakeven unit economics in more than one of them. That is the company's own account of its position, published in its announcement, and it is the claim on which the European expansion rests. It has not been tested in a European city with European labour, insurance and depot costs.
Why it matters beyond the taxi
Pony AI is listed in New York under the ticker PONY and in Hong Kong under 2026. A Chinese autonomous driving company scaling passenger service inside the European Union brings the technology, the data and the vehicle supply chain into the same conversation as the trade measures already running in the vehicle sector. Nothing in the announcement addresses that, which is itself informative.
Dr James Peng, founder and chief executive of Pony.ai, said the agreement reflects a shared commitment to bringing safe and reliable robotaxi services to more European cities. The test of that will be the first named city and the terms on which its regulator lets the cars carry passengers. Until then this is a structure, not a service.
