Seven bids open for Sultan Haitham City roads, lowest OMR 117.92 million

Oman's Ministry of Housing and Urban Planning has received seven bids for a road and infrastructure construction package under Phase 1 of Sultan Haitham City. According to the tender opening results, the lowest bid was 117.92 million Omani rials from Najed Al Ahliya and the highest was 169.51 million rials from The Arab Contractors Oman Limited. No award has been announced.
The package
The tender is titled "Phase 01, WP16 - Construction of Transport Network Connectivities from Sultan Qaboos Road, and Associated Extension of Roads, Infrastructure and Utilities". It was issued on 13 March 2026. Bids were originally due on 28 April 2026, with opening scheduled for 29 April, and the submission and opening dates were subsequently extended to 2 September 2026.
The scope covers the external road links that connect Sultan Haitham City to Sultan Qaboos Road, together with bridges, flyovers, underpasses and utility buildings. It also includes stormwater drainage systems, culverts, wadi channels, and medium and low voltage electrical installations. The works are intended to strengthen connectivity, support the integration of utilities and ensure the effective functioning of the city's primary road network.
The seven bids
Najed Al Ahliya submitted the lowest bid at OMR 117.92 million. Galfar Engineering and Contracting bid OMR 121.78 million, Al Tasnim Enterprises OMR 129.46 million, Strabag Oman OMR 135.76 million and Sarooj Construction Company OMR 137.25 million. A sixth bidder submitted OMR 162.29 million and The Arab Contractors Oman Limited submitted the highest bid at OMR 169.51 million.
The spread between the lowest and highest bids is OMR 51.59 million, which is about 44 percent above the lowest figure. Five of the seven bids sit within OMR 20 million of the lowest. The two highest bids are more than OMR 44 million above it.
The figures are those reported from the tender opening results in Omani rials. They are bid prices, not a contract sum; the ministry has not announced an award, and the opening of bids does not by itself indicate which bidder will be selected or on what basis the tender will be evaluated.
