FCDO Services has opened a tender for a Global Works Framework worth an estimated 170m pounds, split into eight discipline lots covering projects in four regions of the world.

The tender notice was published on Find a Tender on 26 October 2026. The estimated value is 170m pounds excluding VAT, or 204m pounds including VAT. FCDO Services intends to run separate invitation to tender exercises under the framework to award work packages to contractors for works it carries out around the world.

The eight lots

The framework covers four regions: Europe, the Americas, Africa and the Middle East, and Asia Pacific. Each lot carries its own estimated value, and the notice states that framework lot values may be shared with other lots.

The largest is Lot 2, Electrical Works, at 55m pounds. It covers electrical installation, electrical maintenance and periodic inspection and testing at offices, residential properties and, where required, new build projects. Lot 3, Mechanical Works, at 32m pounds, covers mechanical installation, maintenance and periodic inspection and testing on the same basis.

Lot 6, Secure Works, is valued at 22m pounds and covers general construction, maintenance and refurbishment works within secure areas of an embassy building. Lot 1, Fire Alarm, at 21m pounds, covers fire alarm installation, maintenance and periodic inspection and testing.

Lot 4, General Works, at 13m pounds, covers a broad range of general building work, inspection and testing. Lot 5, Turnkey Works, at 12m pounds, is for complete turnkey solutions for all general building and mechanical and electrical works. Lot 7, Asbestos Removal, at 10m pounds, covers licensable and non-licensable asbestos removal at office and residential properties. Lot 8, HV and LV Infrastructure, at 5m pounds, covers the survey, design, procurement, installation, testing and commissioning of high and low voltage infrastructure.

How it will work

The procurement is being run under the open procedure. Each lot will be awarded on the most advantageous tender, with quality weighted at 60 per cent and price at 40 per cent. The notice marks every lot as suitable for small and medium-sized enterprises.

The framework will be closed, and call-off contracts may be awarded both with and without reopening competition. For each call-off opportunity, FCDO Services will assess all suppliers within the relevant lot against filtering criteria set out in the tender documents.

Timetable

Clarification questions close at 10:00 on 20 November 2026, and tenders are due by 10:00 on 7 December 2026. The notice gives the end of the award period as 29 January 2027.

Each lot will run for an initial two years, from 1 April 2027 to 31 March 2029, followed by two extension periods of one year each. If both extensions are taken, the framework will run to 31 March 2031.
