Falkirk Council is inviting single stage tenders for internal wall insulation and associated works at Newtown, Bo'ness, with an estimated value of 200,000 pounds excluding value added tax and a contract duration of five months. The scope runs from stone repairs and steam cleaning through reroofing to cavity and underfloor insulation. Tenders close at 2pm on 25 September 2026.

Five trades in one works contract

The lot description on contract notice BNS 8287 lists five elements under a single stage tender: stone repairs and steam cleaning of the existing stonework, internal wall insulation, reroofing, cavity wall insulation and underfloor insulation.

That is the published scope in full, and it is a fabric retrofit rather than an insulation job alone. External stone is to be repaired and cleaned, the roof replaced, and insulation added internally to the walls, into the cavity and beneath the floor. The notice gives no number of dwellings, no floor area and no address beyond Newtown, Bo'ness. The delivery location is recorded as Tayside, Central and Fife, and the place of performance as the Falkirk area.

The tender documents attached to the notice show the breadth of the pricing exercise. Alongside the invitation to tender, the price and quality scoring, the community benefits appendix and the contract details, the council has uploaded separate documents titled provisional sums, alterations, insulation, stone work, windows and doors, roofing, woodwork, surface finishes, plumberwork, gas works, and kitchens and bathrooms. A document titled SBCC is also listed. The notice does not say what it contains, and no form of contract is named anywhere else on it.

The 200,000 pound figure is an estimate on a contract notice, recorded at both the estimated total value and the lot value, excluding value added tax. It is not an award and the final contract sum may differ from it. The council has not published how the estimate was built.

How bids will be judged

The award criteria are price at a weighting of 80 and quality at 20. Variants are not accepted and there are no options. The procedure is open, the contract is not divided into lots, it is not recurrent and it is not subject to renewal. The council records that the procurement is covered by the Government Procurement Agreement.

The contract duration is stated as five months, which the machine readable release gives as 150 days. Tenderers must hold their prices for three months from the date stated for receipt of tenders, recorded as 90 days on the release. Tenders are to be submitted electronically through the register's postbox, and the council advises suppliers to allow adequate time for uploading documents before the closing time.

Community benefits are included in the requirement. The notice says the expected benefits are as stated in the procurement documents and gives no further detail. Selection criteria for suitability, economic and financial standing and technical ability are all referred to the contract documents rather than set out on the notice.

For a contractor pricing a five month fabric retrofit at a fixed price to quality ratio of 80 to 20, those are the items the documents will have to answer, because the notice does not.
