What the role covers

A cost management appointment in Riyadh, advertised against what the employer describes as a strong pipeline of upcoming projects in Saudi Arabia, and open to candidates from either an infrastructure or a real estate background. The role spans pre and post contract quantity surveying: cost estimates, procurement and tendering, contract administration, variations and final accounts. Pre-contract work named includes feasibility studies, procurement reports, and cost planning through to producing and presenting the final cost plan. Tendering duties run from the pre-qualification stage and the tender list through preliminaries, tender analysis and the tender report to compiling the contract documents. Post contract, the holder deals with cost variances and the change control process, refers major changes upward, carries out cost checks and valuations on the larger projects, produces and presents monthly cost reports to the client, and negotiates and agrees final accounts. Where the appointment carries a team, the holder leads it and remains answerable for the same duties through others. The employer asks for measurement capability on building and infrastructure works, and experience of interim applications, change management, variation valuation and extension of time claims. Qualifications sought are a relevant degree, a minimum of fifteen years of experience preferably in consultancy, and professional membership such as MRICS, with Middle East experience preferred and the ability to manage a team of between five and ten.
