Read the permit as the controlling employment record
An employer-specific work permit governs the employment through the conditions printed on that permit. Check the employer, work location and occupation shown under the permit's additional information, then read every numbered condition and any remarks. Compare those entries with the employing company, Toronto office, project assignment and job description in the signed contract. A group brand, client name or project title cannot replace the named employing company named in the immigration record.
Create a discrepancy schedule before travelling. Put the permit wording in one column and the offer, contract and mobilisation instructions in the others. Refer a difference in employer, occupation, location or expiry to the proper immigration route before work begins. A commercial manager's assurance that a project transfer is routine does not amend the permit. Retain the written question, the official answer and any corrected document in the employee's personal file.
Recheck the record when the assignment, employer, normal workplace or occupation changes. Separate ordinary travel to client or project premises from a proposed alteration to the employment recorded on the permit. The page can organise the records, but it cannot decide whether a change is permitted. Obtain advice authorised for the actual case where the contract and permit conflict.
Identify the employer steps required before the application
Ask the employer to confirm whether the position requires a labour market impact assessment or uses an exempt route. The official employer-specific permit page says that the employer must make that assessment before the worker applies. Where an assessment is required, obtain the employer documents needed for the application. Where the route is exempt, record the different supporting reference and never label it as an assessment-based case.
Check the employer against the current non-compliant-employer information linked from the official process. Keep the registered name used for payroll, the contract and the application together. If a consultancy, joint venture, contractor and client all appear in correspondence, require the employer to state which entity is offering the job and which entity has completed the immigration step. Never pay a private individual for an employer document or accept an unexplained substitute.
Record the date on which the employer supplied the final application material and compare it with the accepted salary, occupation and location. Preserve later revisions rather than overwriting the earlier version. This creates a traceable route from the commercial offer to the permit application and prevents a last-minute project instruction from silently changing the immigration case.
Manage the application, decision and arrival sequence
Use the application route that applies to the worker's location and circumstances. The official page separates applications made outside Canada, inside Canada and at a port of entry. Never assume that a colleague's route is available to this employee. Record the submitted form set, supporting documents, payment records, submission reference and every request for further information. A submission acknowledgement is not a work permit.
After approval, compare the issued permit with the job before leaving the point of issue. Preserve the decision correspondence and the permit copy in a personal record that the employee can reach without employer email. Put the permit expiry beside the passport expiry, contract dates, tenancy commitments and school calendar. An issued document with an unexpected employer, occupation, location or condition needs prompt attention through the official process.
The official post-approval material links the permit to later SIN and health-insurance actions. Treat those as separate completion points. Arrival does not itself prove that payroll, provincial health cover or the family applications are operational. Keep temporary funding and health arrangements until the relevant Canadian records have been obtained and tested.
Assess each family member under the current eligibility rules
Never describe a partner or child's work position as automatic. Current family-member eligibility depends on the principal worker's immigration pathway, occupation category, permit validity and the family member's own circumstances. For some high-temporary foreign workers, the official criteria distinguish TEER 0 or 1 roles from selected occupations in TEER 2 or 3. Record the actual occupation code and route before giving an open-work-permit assumption any value.
For a spouse or common-law partner relying on the high-skilled-worker measure, check the current required validity period on the principal worker's permit and the relationship and status conditions applying to the family member. The official material also records cases that are excluded and separate provisions for extensions. Use the current questions and route for the named person rather than copying an answer from another household.
Keep a separate line for each adult and child: intended status, application date, supporting relationship records, passport validity, decision and travel date. A family member who cannot use the open-work-permit measure may need a different work, study or visitor route. Leave that position unresolved until the current organisation or a suitably authorised adviser confirms it.
Obtain and protect the Social Insurance Number
The post-approval instructions say that the worker needs a Social Insurance Number before starting work. Put the SIN action immediately after permit issue and arrival records in the mobilisation schedule. Check the current application and document route rather than asking payroll to improvise. Keep the submission confirmation and expected response date, but never send the SIN through ordinary project correspondence or store it with client records.
Service Canada currently distinguishes online and postal processing. Its status page gives an approximate five-business-day period for a complete online application and about twenty business days for a complete postal application. It also sets later contact points if no response has arrived. Use those figures only for the chosen route and date. Missing documents can extend the process, so keep the payroll contact informed without inventing a confirmed issue date.
Choose online or postal receipt as the official process permits and retain the confirmation securely. A temporary resident whose SIN begins with 9 must keep its expiry aligned with the immigration document. Put both dates on the same review schedule. Share the number only where legally required and update the SIN record after a relevant name, status or expiry change.
Build the Ontario payroll estimate from the 2026 tables
Separate gross salary, taxable allowances, reimbursed business expenses and non-cash benefits before estimating available pay. The 2026 Ontario payroll guide covers federal and provincial income-tax deductions, Canada Pension Plan contributions and Employment Insurance premiums. It provides tables for common weekly, fortnightly, semi-monthly and monthly pay periods. Match the employer's real pay frequency rather than dividing the annual package by twelve without checking payroll.
Use the current payroll deductions calculator or the applicable tables with the employee's actual salary and declarations. The official guide warns that some situations require the calculator for a more accurate result. Never turn one published tax rate into a personal net-pay promise. Pension elections, benefit deductions, partial first periods, expenses and the worker's tax position can change the bank credit.
At first pay, compare the payslip with the signed terms, attendance period and bank receipt. Record gross pay, each allowance, CPP, EI, federal tax, Ontario tax and any other deduction separately. Raise a missing or unexpected line through payroll and retain the response. Replace the planning estimate only after the paid amount and its basis have been reconciled.
Fund mobilisation before payroll and services are usable
Lay out the first thirteen weeks by date. Include travel, temporary accommodation, meals, local transport, telephone access, tenancy payments, household setup and any family costs due before the first dependable salary credit. Keep an employer-paid booking, an employee payment and a later reimbursement on separate lines. A promised relocation allowance does not pay a deposit until its payment route and date are confirmed.
Allow for the permit, SIN, bank and payroll sequence without assuming that every step completes on the earliest published timing. Identify which costs can be delayed and which protect housing, health, food and lawful travel. Retain access to an overseas account and a second permitted payment method until a Canadian account has received salary and completed ordinary transfers.
Run one case with a later first payroll and one with delayed reimbursement. State the changed date and affected payment rather than adding an unexplained percentage. If the household cannot meet the dated gap, resolve support, timing or commitments before resignation. Credit limits, an expected bonus and a refundable amount due later are not arrival cash.
Maintain the employment record through change and expiry
Put the permit expiry, passport expiry, SIN expiry where applicable and each family member's status date into one shared calendar. Add the contract's probation, notice and project milestones without treating written dates as immigration decisions. Begin extension or change work through the current official route and preserve the application records. An employer statement that paperwork is underway is not the issued result.
Review the file after a change in employer, occupation, work location, salary structure or family circumstances. Compare the proposed position with the conditions printed on the permit. Check whether the family-member case or a temporary SIN record also needs attention. Never assume that an internal group transfer has no external effect merely because salary continues through the same payroll team.
Close each review with the document, decision or written answer that resolved it. Archive the previous record with its date. Keep personal immigration and payroll records outside the employer's systems while excluding client reports, programmes, claims files and other material the employee has no right to retain.
