Singapore Expat Desk
Setting up a Singapore home
A 90-day sequence for passes, tenancy, utilities, connectivity, schools and records.
Practical city guide
First 90 days
Singapore setup should follow pass issue, mobile number, bank account, tenancy, utilities, school and insurance records. The order matters.
First 90 days
Build the Singapore arrival register around the dependencies between pass issue, local identity access, tenancy, utilities, internet, banking, payroll, health and school. A submitted application is not a completed household service.
Singapore setup should follow pass issue, mobile number, bank account, tenancy, utilities, school and insurance records. The order matters.
Home handover
At the Singapore handover, record inventory, defects, readings, access devices, keys, the maintenance route, parking terms and condominium rules where applicable.
At handover, record inventory, defects, air-conditioning condition, appliances, keys, access cards, meter readings and building rules.
Utilities and internet
For the selected Singapore home, confirm service availability, deposits, minimum terms, equipment return, early cancellation and transfer charges at that address.
Utilities and broadband can be efficient, but contract length, relocation fees and equipment return still need checking.
Family records
Store the Singapore identity, school, vaccination, emergency and insurance records so each authorised household adult can retrieve the required document.
Family records should include pass copies, school records, vaccination history, insurance cards, emergency contacts and landlord contacts.
Payroll review
After Singapore payroll begins, match fixed monthly salary, allowances, deductions, expense credits and promised employer support to the accepted offer.
After first payroll, reconcile fixed salary, bonus assumptions, tax treatment, rent support and relocation reimbursements.
Singapore working checks
Do review the task register weekly. Never leave reimbursements or landlord promises outside the written record.
Never leave a major promise in a chat message. Save the document or email that proves it.
Tracker
The Singapore settling tracker follows pass issue, payroll, tenancy, services, banking, healthcare, school, transport and the first reconciled salary credit.
The tracker should sit beside the household budget so real bills replace planning assumptions during the first quarter.
Singapore document checklist
Pass and phone; Pass issue, local mobile, bank account and Singpass or service access where eligible.
Home file; Tenancy, stamp duty, inventory, defects, access cards and air-conditioning servicing.
Services; Electricity, water, broadband, mobile, router return and contract period.
First salary; Salary, bonus assumptions, tax, relocation and reimbursements reconciled.
Run the first 90 days as a Singapore dependency register
Create rows for arrival declaration, Employment Pass issuance, digital pass, family applications, mobile, Singpass where applicable, bank, payroll, tenancy, services, health and school. Give each an owner, required records, date, status and next action. Never mark completion from a verbal update. Link every completed row to the issued record or tested service.
Sequence the work. The bank route can depend on pass, address or Singpass records; a tenancy or school payment can depend on bank limits; family travel can depend on separate approvals and practical care. Ask the employer which steps it checks. Update the register after each official event rather than reconstructing it from messages.
Protect arrival cash before permanent commitments
List temporary accommodation, meals, transport, mobile service, pass appointments, viewings, rent, deposit, stamp duty and school visits before the first salary. Confirm payroll cut-off and expected credit. In the Singapore settlement record, keep accessible money outside the new account until digital banking, card and transfer work. The setup calculator must use actual due dates or labelled assumptions.
Separate employer-paid items, employee payments awaiting reimbursement and personal cost. Retain invoices and approval. Never subtract a future reimbursement from today's cash requirement. In the Singapore settlement record, review the runway weekly until the first correct salary and before paying any non-refundable tenancy or school amount.
Move from temporary accommodation to a settled tenancy
Use the temporary period to test office, site, school and everyday routes. Define property type, maximum upfront cash, required furnishing and travel time. Verify landlord, agent, unit and payee before transfer. Read the tenancy and calculate stamp duty from the actual rent and term through the current IRAS route.
Inspect and record the exact unit, inventory, defects, meters and access items. Preserve the Stamp Certificate. Never let hotel expiry force an undocumented payment or unsuitable contract. Price a short extension against the larger exposure and cost of rushing a tenancy that fails the household journey or exit requirements.
Activate the home service by service
For electricity, water, gas where used, internet, mobile, air-conditioning service and building access, record provider, account holder, deposit, activation and first successful use. Confirm which service transfers with the tenancy and which must be opened. Never assume an operating service at viewing remains active or included.
Store account references, readings, bills and cancellation terms. Match address spelling across the tenancy, bank and provider records where required. Reconcile the first three bills and replace planning allowances with actual cost. Keep setup equipment and deposits separate from recurring services so the monthly budget remains intelligible.
Bring family systems online separately
Track each family member's pass, insurance, school and medical readiness separately. Confirm admissions stage and payment, and verify the named insurance beneficiary. Never call the family settled because the employee can work and bank. A travelling dependant needs current immigration records and a practical home, care and education route.
Create a clear Singapore household pack containing passport and pass references, insurer access, school contacts, medicine information and emergency routes. Give the employer only the records its stated process needs. Document who handles school collection and medical decisions during site work or regional travel, then test those arrangements against the family's real timetable after arrival.
Set the professional and project routine
Confirm employer, ordinary workplace, active project sites, working time and travel policy. Test the journey from the chosen home and identify station exits, site access or taxi needs. Keep client records in approved employer systems. The relocation file may record an address and expense reference but must not become a copy of confidential claims material.
At first payroll, compare fixed salary, allowances, expenses and deductions with the contract and bank credit. Record reimbursable project travel outside household cost. If the assignment changes, rerun home, school, transport and cash cases. Never treat the initial setup as fixed where the employee's actual work pattern has materially changed.
Create a household contact and records sheet
Record verified contacts for employer pass administration, payroll, landlord, insurer, clinic, school, bank and transport. Identify official and after-hours channels and the records each will request. Never copy numbers from an old group message without confirmation or let one contact make decisions belonging to another institution.
Store the sheet securely and share it only with household adults who need it. Review after a staff, home or provider change. Keep sensitive identity and health details in secure files rather than the contact page. A clear route reduces rushed disclosure to a caller or message sender during a payment or medical problem.
Close the 90-day register by records
Require the final record for pass access, bank, correct payroll, stamped tenancy, services, insurance and school. Leave unresolved items open with owner and date. Ask another authorised adult to follow the trail without relying on the employee's memory. Never pass the review merely because daily life is functioning.
Add expiry, renewal, notice and payment dates for the next year. Compare the accepted offer with actual recurring cost and reserve. Remove unnecessary duplicate identity copies and test secure backup access. A completed tracker means the named records exist; it does not predict future approval or replace cash and contract review.
Set a monthly document and money review
Run the Singapore household review after each monthly salary credit. Match pass actions, payslip and bank credit first, then reconcile tenancy, utilities, school, insurance, transport and expense claims against their own records. Put every mismatch in the exceptions list with a responsible person and review date. Close it only when the issued statement, receipt or written answer resolves the difference.
Refresh the cash runway after large payments and keep deposits outside spendable income. Compare actual cost with the relevant topic calculator rather than one blurred household total. This shows whether the tenancy, school or project journey caused the change and preserves the source behind every revision.
Make ordinary Singapore life part of the plan
Identify food shopping, childcare where needed, exercise, healthcare and weekend journeys from the chosen home. Test routes and opening times. Never select a property solely from office distance if every family activity needs repeated taxis or long transfers. Record an ordinary week after the setup rush ends.
Keep Singapore emergency funds, current medical contacts and lawful home-access arrangements usable by each responsible adult. Confirm how a trusted person can assist without receiving full bank or identity access. Settlement means routine and urgent tasks work, not merely that pass, tenancy and account applications were submitted.
Review the setup tracker as a document count
Mark a box only when the named record exists and the service has been tested where applicable. A checked box does not guarantee renewal or a dependant's related task. Link it to records and uncheck it if the record expires or no longer matches the household's active case.
The Singapore tracker should show the dependency that prevents each open action, the responsible contact and the next date. Read it beside the arrival cash calendar because submitted pass, bank or service applications cannot provide spendable salary, occupied housing or usable care. Mark a row complete only when the issued record exists and the household has tested the resulting access.
Run a cold 90-day household review
Ask another authorised adult to follow the records trail without the employee's memory. Confirm pass access, correct pay, bank, stamped tenancy, services, insurance and school. Reopen anything that cannot be proved. Never pass the review because each service happens to function today.
At the Singapore settling review, compare the accepted package with the first correct payroll result and the household's paid recurring costs. Enter pass expiry, tenancy notice, school payment and policy renewal dates in the continuing calendar. Remove unnecessary duplicate identity files after checking the archive. Carry forward only unresolved obligations, current records and their record dates. Record the record date.
Record the first reliable ordinary Singapore week
After temporary arrangements end, record one week of salary access, home services, work and school journeys, food, healthcare access and household administration. Identify setup exceptions rather than blending them into recurring cost. This gives the family its first records-based baseline and tests whether the chosen systems work together.
Repeat the sample if a project, school or home change makes it unrepresentative. Compare it with the offer and setup cases and explain differences. Settlement is not proved by the number of completed forms; it is shown when ordinary obligations can be met reliably with clear records and sufficient cash.
Keep the next twelve months visible
Put pass expiry, tenancy notice, school billing, insurance review, travel and major payment dates into one household calendar. Record the action lead time and owner for each.
Review it monthly and after a project change. Never allow a completed 90-day setup tracker to hide a renewal or payment that is already becoming binding.
Test secure records access
Confirm both authorised household adults can reach emergency pass, insurance, tenancy and banking contacts without sharing personal credentials.
Record the test and correct missing or obsolete copies promptly.
