Reconstruct the Singapore offer from fixed monthly salary, variable pay, housing and school support, medical cover, flights, relocation payments, employee-funded costs and the timing of each cash movement.

Employer and assignment
Identify the Singapore employing and payroll entities, the client or project, normal workplace, secondment terms, reassignment rights and what happens when the first project or regional posting ends.
Confirm whether the role is with a Singapore entity, regional office, project company or secondment host. That affects payroll, tax withholding, benefits and reporting lines.
Housing exposure
Price a Singapore home that works for the stated office, project site, school and MRT journeys. Test the household result using a current acceptable property rather than a city-wide rent figure.
Use the rent table in the cost guide early. Orchard, River Valley, Holland, East Coast and suburban condo searches produce very different monthly results.
Benefits records
Obtain the Singapore medical schedule, dependant terms, school allowance rules, flight policy, housing support, variable-pay conditions, relocation recovery clause and mobilisation-payment date in writing.
For medical cover, ask whether it covers dependants and whether private hospital treatment is included. For education, ask whether support covers application and capital costs.
Red flags
Stop where the Singapore employing entity or pass route is unclear, the written package changes without explanation, an individual requests payment for the role, or the employer will not supply the policies on which the offer value depends.
Tax clearance, bonus timing and relocation clawback should be read before signing. A repayment clause can matter if the role or family position changes quickly.
Singapore working checks
Convert every Singapore pay and benefit item to its written period and test the first-payroll gap. Keep discretionary bonus, stock and unconfirmed reimbursement outside guaranteed cash.
Never compare offers on gross annual compensation alone. Rent, international school fees and car ownership can change the answer.

Separate Singapore fixed salary from every other payment
Put fixed monthly salary, cash allowances, bonus, relocation support, reimbursement and direct employer benefits on separate lines. The Ministry of Manpower eligibility framework uses fixed monthly salary in its first stage, so never describe a discretionary bonus or expense claim as part of that figure. Compare the salary stated in the offer with what the employer intends to declare and what appears in the final contract.
Record frequency, start date and condition for each payment. Annual travel, completion bonus and joining support belong on their actual dates rather than divided by twelve and treated as dependable income. Keep direct housing, school or insurance payments separate from cash. Value them only by the household cost actually removed and record when the benefit ends.
Test the offer against the current pass route
Ask the employer to confirm the intended work pass and the current Self-Assessment Tool result or other filing basis. The published qualifying salary rises with age and has different effective periods, while COMPASS normally forms the second stage. Never use a general minimum to declare the individual eligible. Preserve the date, salary and occupation used by the employer.
For a family move, check the current fixed-salary threshold and relationship route separately. The family page states that the relevant salary is the main pass holder's, not combined household income. A package can support household spending yet fail a family-pass condition, or satisfy the pass condition but leave school and rent unaffordable. Keep immigration eligibility and budget as separate decisions.
Price the Singapore tenancy behind any housing benefit
Clarify whether the employer supplies a home, pays a landlord, gives cash or reimburses rent. Record the eligible property, family status, cap, deposit treatment and consequence of transfer or employment end. Compare the benefit with an actual proposed tenancy. A monthly allowance can leave the employee funding deposit, advance rent and stamp duty before salary.
IRAS states that lease duty is based on the rent used for the official calculation, whichever is higher, and the agreement usually states who pays. Keep the tenancy amount, term and charge components used for the calculation. Never invent an agent fee or deposit convention. Obtain written quotations and put each payment on its real date before assigning a value to the employer's support.
Build school support around the child and billing cycle
Record the allowance per child, eligible ages, schools, tuition and extras, cap, invoice route and reimbursement timing. Tanglin's 2026-2027 page shows year-group fees, GST, application, enrolment, capital levy and advance billing. One published schedule illustrates why a tuition-only allowance may leave large entry and timing costs. It does not establish another school's charges or a child's admission.
Price the actual year group and add application, enrolment, levy, transport, uniform, device, meals and examinations. Deduct employer support only where the policy covers that item. If the household pays first, show the payment and later expected credit separately. Test two children independently because year groups, entry charges and placement dates can differ.
Read medical cover by beneficiary and provider access
Obtain the insurer, beneficiary list, effective date, network, co-payment, deductible, limits, exclusions and authorisation rules. The Ministry of Health material distinguishes citizen and permanent-resident financing schemes from the position of foreign family members, who may rely on employer benefits or private insurance. Never assume that public subsidies or the employee's plan cover an expatriate dependant.
Check maternity, newborn, chronic illness, medicines, dental, optical and treatment outside the network. Price premiums and expected uncovered care from the actual policy or a labelled household reserve. An insurer name has no reliable package value without the plan category and beneficiaries. Never call the offer family-ready until every travelling person has a verified care and payment route.
Calculate transport from the home, office and project sites
Map the likely home, ordinary office, each construction site and school. Use LTA's journey planner for train and bus times, station exits and connections, then apply current SimplyGo fares to the actual pattern. A central office commute can hide taxis or long transfers for site work. Keep reimbursed business travel outside the household cost.
If the offer includes a car, parking, taxi budget or mileage, record personal-use and family-use limits. Price vehicle ownership or lease beyond the instalment, including parking, road charges, insurance and end exposure. Never count a project taxi account as household transport. Test the package again if the first assignment or proposed home changes.
Run the downside case before accepting
Remove bonus, overtime, uncertain school support, pending reimbursement and any project allowance not guaranteed each month. Add rent, school, health, transport and home-country obligations. A positive monthly result does not solve an early cash shortfall.
Read probation, notice, repayment, relocation and benefit-end clauses together. review the accepted offer against first payroll
Keep the final offer, contract, pass record and benefit policies together. Create a one-page schedule of confirmed cash, direct payments, reimbursements, conditions and unanswered points with a document reference for every line. At first salary, compare fixed pay, allowances, approved expenses and deductions with the bank credit and payslip separately.
Raise differences through a dated employer channel and retain the correction. Re-run the calculator only from written changes and actual household cost, while preserving the accepted case. The result is a monthly cash scenario. It does not confirm pass approval, tax residence, whether a term applies, future bonus or the suitability of a financial product.
Map annual travel and relocation payments by condition
Record who books annual flights, eligible travellers, route, class, baggage and when entitlement arises. Keep a cash allowance, direct booking and reimbursement separate. Put joining and relocation amounts on the date and condition stated in the offer. Never spread a conditional annual amount across twelve months and call it dependable income.
For reimbursement, show the employee's payment, records deadline, approval and later bank credit. Test the package with that credit delayed. Preserve employer approvals before buying a more expensive route. A benefit can be useful without solving early cash, and its package value must match the household cost it actually removes.
Keep overseas obligations and exchange assumptions visible
Build the Singapore offer case with a separate line for every overseas mortgage, family payment, debt instalment, policy premium and savings commitment. Keep the original currency beside each obligation, record the dated planning rate and show the transfer charge independently. The comparison should state the amount that must reach the overseas recipient and preserve the conversion records used on that review date.
Run a weaker-rate case with variable pay removed. If fixed obligations then exceed dependable cash, the offer depends on assumptions that should be visible before acceptance. Write and preserve the final acceptance record
Record minimum dependable balance, maximum arrival cash, housing route, education need, family pass route and health requirement. Mark accepted, unresolved and stop points before the final exchange. Apply them to the governing documents, not a verbal package summary. A negotiation point is not confirmed support until recorded in the contract or applicable policy.
Date the accepted household case and store each source. Keep the original after first payroll and revise with reasons rather than overwriting it. Another authorised adult should be able to reproduce why the move appeared workable and identify every assumption, direct benefit and unresolved condition without relying on the employee's memory.
Manage package changes after acceptance
When the employer changes salary, allowance, project, start date or benefit, obtain the formal record and ask whether the pass filing must change. Rebuild the monthly and thirteen-week cases from the new terms. Never keep the favourable old benefit while adopting only the new condition. Link every revised input to its effective date and source.
Check the next payslip and bank credit after the change. Keep direct supplier payments, wages and expenses separate. If family-pass, school or tenancy decisions depended on the earlier amount, reopen them before making another commitment. The accepted package file should show the full sequence, not only the latest summary.
