Moving to Dubai for a construction role: the employment route

Make the move conditional on a verified offer, an identified employer and a package that works after housing, schooling and transport.

Practical city guide

Before resigning from your present job

Obtain the full written offer before giving notice. The employer's registered name must be the entity that will sponsor, contract with and pay you. On a construction appointment, the client, consultant, main contractor, joint venture, group company and project brand may all appear in correspondence. Ask human resources to state the employing entity, trade licence name, work location, reporting line and whether the role continues if the named project finishes.

Ask human resources to state the employing entity, trade licence name, work location, reporting line and whether the role continues if the named project finishes.

Use the barcode on a Ministry-approved offer to check it through the Ministry of Human Resources and Emiratisation website, app or call centre. The official employment sequence is the job offer, employment contract, work permit and residence process. These are connected steps, but one does not replace the next. Never pay a recruiter or employer for recruitment, a work permit or employment costs. UAE Labour Law places those costs on the employer.

Ask for every condition that affects the decision in writing: basic salary, each allowance, probation, notice, annual leave, medical cover, dependants, annual flight, school contribution, temporary accommodation, relocation payment, working pattern, vehicle, fuel, parking, tolls and professional subscriptions. A promise in a call or messaging thread is difficult to use when payroll or benefits differ after arrival.

The employment and residence route

Plan the sequence with the employer and keep a personal record of every document, appointment and reference number.

Step 1, Approved offer. Verify the employer, role and agreed pay. Retain the approved version and its barcode.

Step 2, Employment contract. Compare every term with the accepted offer before signing. The contract should state the work, workplace, start date, duration and salary.

Step 3, Work permit and entry or status change. The employer checks the normal private-sector application. Never start ordinary employment on a visit visa.

Step 4, Medical fitness and Emirates ID. Attend the appointments arranged for the residence process. Check names, passport details and mobile number before submission.

Step 5, Residence, insurance and payroll. Obtain copies of the completed records. Confirm the insurance activation date and the payroll cut-off.

Step 6, Dependants. Only commit to family travel after checking the employee's residence progress, dependant requirements, insurance and document attestations.

Read the package as a household budget

The basic salary affects statutory calculations; allowances and benefits determine how affordable the move feels each month.

Offer item: Basic salary; What to obtain in writing: Monthly amount shown separately; Why it matters: End-of-service gratuity is based on basic salary, not housing or transport allowances.

Offer item: Housing; What to obtain in writing: Cash allowance, company home or reimbursement; payment date and conditions; Why it matters: Annual rent, deposits and cheques can fall due before the first salary.

Offer item: Transport; What to obtain in writing: Allowance, company vehicle, fuel, Salik, parking and site travel; Why it matters: A project role can require early starts and movement between sites.

Offer item: Medical; What to obtain in writing: Insurer, network, benefit schedule, dependants and start date; Why it matters: The words 'medical provided' cannot show access, co-payments or exclusions.

Offer item: Schooling; What to obtain in writing: Annual cap, children covered, eligible charges and reimbursement date; Why it matters: Deposits and first-term invoices may be due before reimbursement.

Offer item: Flights; What to obtain in writing: Eligible people, route, class, cash value and service requirement; Why it matters: A benefit may be annual, accrued or restricted to a home destination.

Offer item: Relocation; What to obtain in writing: Temporary accommodation, shipment, flight and repayment clause; Why it matters: Some payments can be recoverable if employment ends during probation.

Know the working terms before mobilisation

Construction hours, site travel and project deadlines should be dealt with expressly rather than left to assumption.

The general private-sector limit is eight normal working hours a day and 48 hours a week. Ramadan normally reduces daily working time by two hours. A worker should not work more than five consecutive hours without breaks totalling at least one hour. The rules contain sector and role qualifications, so ask how the employer classifies the post and records attendance.

Additional work is normally limited to two hours a day. Ordinary overtime is paid using basic wage plus at least 25%; work between 10pm and 4am uses at least 50%, except for shift workers. Rest-day work has separate treatment. A senior title or inclusive package should not be accepted as an explanation of the actual site pattern. Ask what happens on night pours, shutdowns, claims deadlines, weekend meetings and remote projects.

Annual leave is 30 days after one year of service. A worker with more than six months but less than one year receives two days for each month. written terms may be better. Record whether the offer refers to calendar days or working days and whether travel days, public holidays or a shutdown are included.

Plan the first month around dependencies

Temporary accommodation and a cash reserve prevent one delayed document from forcing a poor housing or banking decision.

Checklist: Passport valid for the employer's stated period; Approved offer and signed contract saved to personal storage; Marriage, birth and education records checked for attestation needs; Medical fitness, Emirates ID and insurance appointments confirmed; At least four weeks of temporary accommodation considered; Payroll cut-off and expected first salary date confirmed; Home search tested against office and project travel times; Emergency reserve kept outside the new UAE account.

Dubai employment checks before mobilisation

Small checks before travel prevent expensive corrections after arrival.

Required actions: Compare the final contract against the approved offer line by line. Keep personal copies of every signed page and application receipt. Ask who pays each visa, medical, ID and relocation charge. Test the first three months against realistic rent and setup costs.

Avoid these errors: Never resign on the strength of an interview or unsigned draft. Never pay recruitment or work-permit costs to an individual. Never assume a group name identifies the named employing company. Never move the family before insurance, schooling and housing cash flow are tested.

Manage the employer and sponsorship record

A Dubai construction appointment can involve several names before the employee reaches the employing entity. The project may carry the client's brand, the instruction may come from a consultant, the interview may be arranged by a group company and payroll may sit with another licensed entity. The employment file should identify the named employing company that issues the approved offer, submits the work-permit process, signs the employment contract and pays salary. Record the exact name in one place and compare it across every document. If the names conflict, ask for a written explanation before resigning or travelling. The explanation should cover secondment, joint-venture working, project transfer and the position if the employee is moved to a site outside Dubai.

The official route separates the accepted job offer, employment contract, work permit and residence steps. Treat each as a separate manage point. Keep the approved offer and its verification details, then compare the contract with it before signing. Ask the employer which document allows entry, which document permits work, when medical fitness and Emirates ID steps will occur and when the residence record will be complete. A flight booking is not records that the work route is ready. A visitor entry is not a substitute for the employer's work process. The employee's decision register should show the owner, expected date and records for every stage, together with the response if a stage slips beyond the proposed start date.

Plan salary, insurance and housing as linked dependencies

The first salary date should be obtained in writing before the household commits to annual rent, school deposits or a long vehicle agreement. Ask for the payroll cut-off, the account details needed, the treatment of a partial first month and the date on which cash allowances begin. Keep enough accessible money for temporary accommodation, local transport, meals, mobile service and required appointments while the bank and payroll records are being completed. If housing support is paid monthly, it cannot be treated as though it funds a large first rent payment. If a relocation payment is reimbursed later, the household still needs to finance the payment and retain the exact records required for reimbursement.

Insurance, residence and family travel also need a dated sequence. Obtain the policy schedule, the insurer's network information, the activation trigger and a written answer for every dependant. Ask what cover applies between arrival and full policy activation, and keep continuing medicine and clinical records available. Never sign a permanent tenancy merely to supply an address unless the employer confirms that it is required and the residence timetable is credible. A short period of temporary accommodation can protect the household from choosing the wrong district before the normal office, project, school and medical journeys have been tested at the times they will actually occur.

Build a construction-role mobilisation file

A claims, contracts or commercial role needs more than an immigration checklist. Record the stated office, active project, normal site attendance, reporting line and any client-approval condition. Ask whether the appointment survives completion or loss of the named project, whether the employer can move the employee between emirates and how travel time, fuel, parking and Salik are dealt with. The written working pattern should cover ordinary days, rest days, night work, public holidays, deadlines and remote-site attendance. Compare that pattern with the stated salary and allowances. A housing decision near a head office may be poor if most work starts early on a distant project, while a project-adjacent home may become unsuitable when the employee is transferred.

Keep a personal mobilisation pack outside employer systems. It should contain the approved offer, signed contract, work and residence references, passport and qualification records, insurance papers, payroll correspondence and a list of original documents handed over. Record the recipient and return date whenever an original is supplied. Add the annual-leave wording, probation terms, notice periods and every relocation-repayment clause. The pack should also show emergency contacts, temporary accommodation, airport collection and the first week's appointments. Review the pack again after arrival because names, mobile numbers, addresses and dates entered during mobilisation can affect later banking, insurance and government records. Correct discrepancies while the supporting documents and responsible contacts remain available.

Preserve the mobilisation record from offer to first payroll

Keep a dated register from the accepted offer through work-permit and residence processing to the first correct salary payment. For each event, record the employer contact, document submitted, official reference, completion records and next dependency. Compare issued employment details with the signed offer as soon as they are available. Raise any difference through a traceable route before it is repeated in payroll, insurance or residence records. Store lawful personal copies outside the employer mailbox, but never retain employer or client material that the employee has no right to keep.

Reconcile the first payslip and bank credit against the agreed salary components, start date and recorded attendance. Keep approved expense and relocation claims separate from salary. If accommodation, flights, health cover or another benefit is supplied directly, retain the confirmation that identifies the covered person, period and limit. This file becomes the baseline for probation, renewal and eventual departure. It should show what was promised, what official step occurred and what was actually paid without relying on memory or an informal message chain.
