What the role covers

A commercial role on a large Riyadh development that the employer describes as a flagship giga-project, held within a multidisciplinary delivery partner team working in design and build environments on high value contract portfolios. The holder oversees commercial reporting, including cost planning, budgeting, cash flow forecasting and earned value analysis, and administers complex contracts, which the posting names as FIDIC, NEC or bespoke forms, with adherence to contractual obligations and to Saudi procurement law. Contractual and financial risks are to be identified early in the project lifecycle and strategies developed to protect the interests of the employer and the client. The role leads the assessment, negotiation and resolution of major variations, change orders and potential disputes, and is the principal commercial contact for the client, government authorities and major subcontractors. A team of quantity surveyors and cost engineers reports to the holder. The employer asks for at least fifteen years of progressive commercial management experience on large engineering or construction programmes, together with experience of working in the Gulf and an understanding of Saudi regulatory frameworks and Vision 2030 project dynamics. A degree in quantity surveying, commercial management or civil engineering is required, and chartered status such as MRICS or FRICS is stated as preferred. Expert knowledge of FIDIC forms and of design build, design bid build and project management contracting models is sought, with strong written and spoken English.
