Yorkshire Water has opened a tender for a four lot framework covering high voltage electrical design, build, maintenance and inspection and air circuit breaker replacement and maintenance, with an estimated value of 14,250,000 pounds.

The tender notice was published on Find a Tender on 13 October 2026 under reference CM3576. It cites the Procurement Act 2023, under the rules that apply to utilities, and records a competitive flexible procedure. The framework will be closed and operate with several suppliers. Yorkshire Water describes the work as safety critical, supporting its statutory, regulatory and health and safety obligations, and says the framework will introduce a dedicated route for air circuit breaker work.

The four lots

Lot 1, high voltage design, build and protection studies, is valued at 8,600,000 pounds. It covers design, protection and fault studies, supply, installation, testing, commissioning and handover, and may include refurbishment and replacement, design development and asset documentation.

Lot 2, high voltage maintenance and inspection, is valued at 810,000 pounds and covers planned and reactive inspection, testing and maintenance of high voltage equipment, with condition assessment, reporting and remedial works. Lot 3, air circuit breaker replacement and associated works, is valued at 2,440,000 pounds and covers replacement projects including design where needed, supply, installation, testing and commissioning. Lot 4, air circuit breaker maintenance and inspection, is valued at 1,084,000 pounds.

How work will be called off

Call offs may be made by direct award, by capability based rotation or by further competition, depending on the nature, value, urgency and complexity of the job. Lots 1 and 3 are expected to use mini-competitions for larger or complex projects, with direct award or capability based allocation where permitted for standard or urgent work. Lots 2 and 4 are expected to run on planned maintenance schedules and price books, with direct award for urgent or reactive work and mini-competition for larger remedial packages.

Conditions and timetable

The procurement begins with conditions of participation assessed on a pass or fail basis. They cover lot relevant credentials, regulatory compliance and conflicts of interest, financial standing, health and safety, environmental practice, quality management, information security, insurance, pre-employment checks, technical capability and tender process requirements. Suppliers that meet them will be invited to tender, and tenders in every lot will be scored 50 per cent commercial and 50 per cent capability. The commercial assessment covers rates, schedules of rates, evaluated scenarios and price book arrangements; capability covers technical approach, mobilisation, capacity and response times, and competent person arrangements.

Suppliers that answered the earlier preliminary market engagement notice have been invited to the conditions of participation stage on Yorkshire Water's procurement portal. Others must first register their interest by email. Expressions of interest are due by 12:00 on 30 October 2026, and the award period ends on 1 February 2027. Each lot runs from 1 February 2027 to 31 January 2031, with a maximum extent to 31 January 2035, and may be extended subject to performance, regulatory requirements and business need. The notice is registered as 096451-2026.
