LHC plans 900m pound Scottish refurbishment and modernisation framework
By Staff Writer | 14 October 2026

LHC Procurement Group has published a pipeline notice for a refurbishment and modernisation framework covering the whole of Scotland, with an estimated value of 900,000,000 pounds excluding VAT.
The notice was published on Find a Tender on 13 October 2026 under the title Refurbishment and Modernisation (RM4S), Scotland Framework Agreement. LHC Procurement Group is acting on behalf of the Scottish Procurement Alliance. The value including VAT is recorded as 1,080,000,000 pounds, and the notice states that the figure is an estimate only and guarantees no expenditure, work, orders or call off contracts.
Why a second notice
A prior information notice for the framework was published through Public Contracts Scotland and transferred to Find a Tender in March 2026. The new pipeline notice has been placed directly on Find a Tender to set up the notice record under the Procurement Act 2023, and a tender notice is expected to follow shortly. The notice says the earlier one should be read alongside it, and that it supersedes the earlier notice only for that purpose.
The March notice described a wider framework, RM4, covering Scotland and Northern Ireland, with an anticipated total value of about 1.2 billion pounds: 900 million pounds for Scotland and 300 million pounds for Northern Ireland, through a Northern Ireland Procurement Alliance that LHC was then establishing. It said the framework builds on the current RM3 framework and had been expanded after structured engagement with suppliers and public bodies. At that stage the invitation to tender was expected in April 2026 and the framework was due to start in October 2026.
Scope and structure
The framework will give eligible public sector organisations across Scotland a route to buy planned and reactive refurbishment, improvement, repair, maintenance and modernisation works, with associated goods and services, for domestic and non-domestic buildings and the land around them. The anticipated scope covers painting and decorating; electrical works; kitchens, bathrooms and associated works; aids and adaptations; damp and mould investigation and remediation; environmental and external works, including grounds maintenance; stonework inspection, conservation, repair and maintenance; reactive repairs and maintenance; multi-disciplinary works; and the manufacture, supply and delivery of kitchens on a supply only basis.
The framework is expected to comprise 16 lots across 10 workstreams, with some lots split by call off value band. Suppliers will be able to bid for the lots and Scottish regions that match their experience, specialisms, capacity and coverage. The notice lists the kinds of requirement expected: planned maintenance and component replacement programmes, responsive and emergency repairs, property modernisation, compliance led improvements, accessibility adaptations, environmental improvements, external works, estate and asset management programmes, and integrated projects needing several trades.
Call offs and term
Work will be let through individual call off contracts awarded by eligible public bodies under the framework terms, either by competitive selection or by direct award where the framework permits. The scope, quantity, value, programme, location and technical requirements of each job will be set by the client at call off stage.
The period shown runs from 1 March 2027 to 1 March 2031, with a maximum extent to 1 March 2033, and the March notice described an initial four year term with up to two optional extensions of 12 months each. The opportunity is marked as suitable for small and medium sized enterprises and for voluntary, community and social enterprises. The notice records an open procedure and is registered as 096614-2026, under LHC reference LHC0150.
